Uttar Pradesh Enhances Disaster Relief Framework

The Uttar Pradesh government has introduced a robust aid package under the State Disaster Response Fund (SDRF) to strengthen relief efforts for victims of natural disasters across the state. This initiative comes in response to the increasing frequency and severity of calamities such as floods, droughts, and hailstorms, which have significantly impacted rural and urban communities in recent years.

Under the provisions of the Disaster Management Act, 2005, the SDRF serves as the primary fund for state governments to provide immediate relief to disaster-affected populations. The Central Government contributes 75% of the SDRF allocation for general category states like Uttar Pradesh, with the state covering the remaining 25%. The state has deployed these funds to provide emergency supplies, including hygiene kits, medical camps, and temporary shelters, particularly in flood-prone regions along the Ganges and its tributaries.

The National Disaster Response Fund (NDRF), which supplements SDRF in cases of severe disasters, has also been pivotal. In 2024, the Central Government released ₹26,841.60 crore nationwide under SDRF and NDRF, with Uttar Pradesh benefiting significantly for cyclone and flood relief. The state has streamlined its application process for NDRF assistance, ensuring faster fund disbursal during crises.

Non-governmental organizations like Rapid Response and Bal Raksha Bharat have complemented government efforts by providing on-ground support, including food baskets and educational kits for affected children. The state’s collaboration with such organizations has enhanced the efficiency of relief distribution, particularly in remote areas.

The Uttar Pradesh government has also prioritized disaster preparedness, with investments in early warning systems and community training programs. These efforts aim to reduce the long-term impact of disasters, aligning with the 15th Finance Commission’s emphasis on mitigation alongside response.
